Where To Find The Church Of Vows In Elden Ring
The item itself comes from the vendor in one of the wells in the lake area. If you get the item you can bring it to the statue at the Church of Vows. It is located here on the map.

When I walked up to the Celestial Dew but it said I had nothing to gain from it. I think it might be one of those PVP items and this can clear your name or something.
