How to Get Nessie
With Nessie being one of the Halloween event fishes, it is only available to catch during Fisch Fright. This also means it solely spawns within the Frightful Pools that appear throughout the ocean. While fishing in these limited-time pools, you have a chance to get the other event fish, as well as the regular ones that you can obtain all year round.
If you’re gunning for the Nessie fish in particular though, you might want to focus on its main preferences to increase your chances of reeling one in!

Whilst Nessie doesn’t care about the season, it has preferences when it comes to the weather type, what time of day it is, and which type of bait you’re using.

Truffle Worm Bait
As far as I know, you can’t get Truffle Worm bait from regular Bait Chests. Instead, you need to obtain Volcano Geodes, and hope that opening one grants you some free Truffle Worms! To get Volcano Geodes, you can purchase them from the Travelling Merchant, or receive them from quests as a reward. Nessie may prefer this bait type, but overall the Truffle Worm reduces your Lure Speed by 10 but boosts Preferred Luck by 300.
