Drop rates are generally a nightmare, plus you need to make sure you have enough bait for each of the different fishing spot types: lake, river, ocean, and foul.Each starter zone has just one trophy fish, while the base-game Pact, Covenant, and Dominion Zones each have 12 trophy fish to catch — eight Fine (green) and four Superior (Blue). Spawns are randomized and include a chance to hook the same type of fish multiple times, which is why the Pan-Tamriel event is the perfect opportunity to sink some time into this ludicrously grindy achievement.During the event, only the trophy fish you need will spawn. You’ll still need to be at the right fishing spot in the correct zone and compete with drop rates, but it makes it far easier.
