In order you change your outfit, you will have to reach Veilstone City. If you open up the map you will see it on the right side of the map. You will have to progress in the story to reach it, but you get there eventually.
When you get there, head to the Style Shop in town and talk to the lady behind the counter. You can buy new clothes from her or change your style. If you change your style you can put on a different outfit and use your DLC item there. You can also buy more outfits from here, but a lot of them are very pricey. I personally suggest you save your cash so you can stack repels for the later parts of the game.
